It was probably all that dramatic music making her nervous.
How come the critter didn't react to the sound of the shots?
Or to the music, for that matter?
Because music soothes the savage beast.
I would say that dad gets the booby prize because it should have been obvious that something was wrong with the rifle after two misses at rock throwing range.
One shot after they switched to a different gun.

I thought she would be a little better than that, it appears her skills are limited to trigger pulling.
There's a phrase I used to hear a lot in Minnesota: "A lotta guys." As in "A lotta guys would sight in their rifle before they went hunting."
They must not have that phrase in Alaska.
She's notta guy, so she must be excused. I'd say given the number of shots fired, they probably did sight it in, as they didn't ascribe the misses to the gun very quickly. It could be they just thought she was a bad shot because she's a girl, or just inept because she's a politician.
Stuff breaks sometimes. It's happened to me.

Big game animals can be surprisingly stupid sometimes. From the animal's perspective, you have some people over there, and some loud noises. Neither would necessarily be interpreted as a threat, as this young thing probably has never seen a person, and likely never heard a gunshot. If it had been a wolf or a bear, the caribou would likely taken off like a streak.
Even deer sometimes don't react at all when you shoot at them, although I've never had it happen to me:
